Abstract: The necessity and feasibility of developing a fire forecasting model are studied at first. Then, the relationship between the fire occurrences and wind velocity, monthly precipitation and relative humidity in liaoning Province during 1981~1990 is analyzed. From conceptual model, the factors related to fires are investigated. Finally, the quantitative fire forecasting model is developed. The forecasting results are satisfactory.
