To promote the growth of young talents, fully leverage the innovative thinking and active research capabilities of outstanding young scholars, and infuse new vitality and momentum into the journal's development, thereby enhancing the journal's quality, expanding its academic influence, and fostering sustainable high-quality development, Journal of Applied Meteorological Science has formulated this charter in accordance with the State Council's Regulation on the Administration of Publication and Regulation on the Administration of Periodical Publication of the publishing regulatory authorities, combined with the actual circumstances of the journal.
Chapter 1: General Provisions
Journal of Applied Meteorological Science is superintended by China Meteorological Administration and co-sponsored by Chinese Academy of Meteorological Sciences, China National Meteorological Center, China National Satellite Meteorological Center, China National Climate Center, China National Meteorological Information Center, and CMA Meteorological Observation Center. The editorial and publishing institution is the Editorial Office of Journal of Applied Meteorological Science, located in the Science and Technology Management Office of Chinese Academy of Meteorological Sciences.
Chapter 2: Organizational Principles
1) The Young Editorial Committee members are appointed, with a maximum age of 40 years and a total of no more than 30 members, including one secretary.
2) Young Editorial Committee members are recommended by the editorial committee members, the editorial office, or the co-sponsors. Appointments are made by the editorial office upon approval by the standing committee of the editorial committee, and appointment letters are issued.
3) Each term of the Young Editorial Committee Members is three years, and members may be reappointed.
4) At the end of each term, adjustments should be made as follows:
- At least one-fourth of the Young Editorial Board members should be newly appointed each term.
- Priority is given to retaining young scholars who diligently perform their duties and are enthusiastic about the journal's work.
5) The editorial committee will annually select several "Outstanding Young Editorial Committee Members" for recognition and awards.
Chapter 3: Responsibilities
6) The Young Editorial Committee serves as an effective supplement and reserve force for the editorial committee, under its guidance, and is primarily responsible for:
- Implementing the policies, guidelines, and regulations related to editing and publishing as set by the Party and the state.
- Timely and high-quality completion of manuscript reviews, assisting in ensuring the academic quality of the journal.
- Actively soliciting, organizing, and submitting manuscripts to expand the pool of excellent authors and strengthen the editorial review team.
- Promoting and publicizing the Journal of Applied Meteorological Science in academic exchange activities to enhance its influence.
- Planning and organizing special reports and related academic exchange activities, and providing suggestions for improving the journal's publication work.
- Participating in Young Editorial Committee meetings of the journal.
Chapter 4: Qualifications
7) Qualifications for Young Editorial Committee members:
- Support for the leadership of the Communist Party of China and socialism. Adhere to laws and regulations, maintain a good academic atmosphere, be fair and impartial, have a rigorous academic attitude, and have no academic misconduct.
- Holding a professional technical title of associate senior level or above.
- Enthusiasm for the publication work of scientific and technological journals and the ability to conscientiously undertake manuscript review tasks.
- Organizational and mobilization abilities, and the ability to participate in activities related to journal publication.
Chapter 5: Working Methods
8) The working methods of the Young Editorial Board primarily involve online and offline meetings.
9) The full meeting of the Young Editorial Committee is held once a year, chaired by the Chief Editor (or deputy Chief Editor), with the main tasks including:
- Understanding the related work of the editorial office.
- Discussing journal development and providing suggestions.
- Providing feedback on opinions and suggestions from authors and readers.
Chapter 6: Supplementary Provisions
10) This charter is interpreted by the Editorial Office of Journal of Applied Meteorological Science and will be implemented from the date of publication.
